Title: Global Governance and China’s International Discourse Power

Abstract: As the existing global governance system and the connotation of international discourse power are being introduced, this article analyzes the major difficulties China is facing while constructing its international discourse power in the context of global governance. It suggests five measures to enhance China’s international discourse power: making the existing China’s international public goods play a more effective role; participating more in the agenda-setting of global governance; strengthening its relations and cooperation with other countries; encouraging some of the Chinese NGOs to participate in global governance; and improving the international communication capabilities of its mainstream media. As China’s comprehensive national power improves and its participation in global governance expands, its international discourse power will be gradually enhanced.
