Title：Export Control of Triethanolamine and Related Items: Policies and Difficulties

Abstract: The export control of triethanolamine is important for eliminating the non-proliferation risks regarding certain controlled items. Such control also extends to triethanolamine-related items such as triethanolamine hydrochloride or industrial mixtures containing a certain proportion of triethanolamine. Among others, the control scope of such mixtures has always been a cornerstone, and the main determining standard seems to be the threshold of triethanolamine in mixtures as developed by international regimes. China may draw some experience from international control practice to maintain a more flexible and effective control scheme in the future.
